Every Star Drop rolls a rarity first, then a reward from that rarity’s pool. The rarity roll is independent of the last one — there is no published pity timer, so a run of Rare drops does not make the next one better.

Derived from the rarity table: at a 2% legendary rate it takes 35 drops before a legendary is more likely than not. That is a probability, not a guarantee: by construction, just under half of the players who open that many will still see nothing legendary.
